Benghazi is Libya’s largest eastern city and its principal port and commercial centre on the Gulf of Sidra. The city suffered heavy damage in the fighting of 2014 to 2017; its port reopened in 2017 and it has been under reconstruction since, with a development and reconstruction programme rebuilding the port and the urban core. It is a recovering hub — not a finished one — and we approach it on exactly that grounded footing.
